If you are talking about the large black pipe which the arrow is touching then its the aircon pipe....in fact its the high pressure side of the aircon where the liquid coolant returns through the bulk head (fire wall) to the expansion valve before entering the condensator.

Ok....rad the post this time on the cdillac forum.

This device is not fitted to the europeon models well, certainly not the right hand drive units.

I have seen something similar in the past and in this case, the pipes did jut dangle as you describe with one open and one closed.....the open one was required (in the case I have seen) so that when max assist was required that the actuating valve could get access to atmospehric pressure (other wise you open a valve and the vaccum cant decay!).....
