Intermittent lack of power

I have a 03 2.2DTi which has had an intermittent fault since I bought it (about 2 months and 4k miles ago, it's done 130k)

When it is in the wrong mood, there is no turbo boost, very poor throttle response and very little power but given a downhill run or enough flat ground and it will still keep up with motorway traffic until it gets to a hill, then the trucks leave it behind.  I have found that the knack of getting it to run normally seems to lie with turning the ignition on and off at least 3 times, waiting for the fuel gauge to reach its full travel each time and then switching it on, giving it exactly the right gentle touch on the throttle, then starting it then it works fine until I next switch it off.

No codes are showing on OBDII and the check engine light bulb doesn't work... i assume it would be a big job to change that?

Any suggestions would be gratefully received.
