In the latest killing in London, passers by flagged down a police car to report the crime. If it happened in Barnsley, there would be nothing but a skeleton by the time a police car came by.

Declare marshal law and send the forces in to shoot the little shits on sight.
Make all bodies disappear and if the parents have a problem, explain that its there fault for doing a parenting and and shoot them too

More like 2 or 3 generations sadly 
You can also throw in the lefty student type teachers of the late 70's / early 80's and beyond who didn't believe in discipline and let you call them by there first name.
If you have parents and teachers who don't give a fook, you end up with feral kids who became feral young adults

Well...when the 17 year old kid is paralysed from the waist down and pissing in a bag with a knob that won't go hard I doubt that 'respect' from other gang members will mean much to him.
