I think this means he was given a mild talking to at the scene and was sent on his way to have a good laugh about it all with his mates! 

A sound thrashing with the birch and locked in the stocks for 24 hours on Cardiff's Queen Street, would have been a better deterrent to him re-offending and a warning to others!
