Spotted yesterday 11th Oct at 4:50pm a black Omega est at the Harlaw roundabout in Inverurie. Does it belong to any member of OOF?

Saw two today, one was star silver (of course) FM03*** on A134 near Bury st Edmunds this afternoon. The other was a black CD in a car park in Sudbury but was not taxed and not sorned. Are public car parks considered part of the highway? :-\
