I'm guessing ultimately, it's the Captain who is at fault for going ahead with the journey.  They are insured to the hilt, so no harm done (no loss of life etc).

A good example of why they should chain all vehicles, not just lorries. And someone forgot to lash the refer trailer ::)

In reality, they should have cancelled or the captain should have diverted

You tie all 4 wheels, not the car. Then it won't move. Just look at the next recovery truck you see - although there's a good chance the driver will have been too lazy to use all four.

It's down to the bosses, not the captain. They should have cancelled it ;)

Next down the line, the captain should have circumnavigated the worst of the storm :y

The captain of the vessel is who decides weather or not a boat sails, and if he bows to pressure from the owners, that's a whole load of do-do they are both in.

O and please it's a Fridge trailer not a refeer (Americanism).
 
Looking at the pictures, the fright went over and then was rolled back upright,buy the force of the storm.
