Few days later sent a message politely reminding him that I'd made an offer a few days prior, no reply. I then sent another message a week later, saying I made an offer, but had no reply, would he kindly just let me know what his best price would be, even it it was 1p less than his buy it now price. No reply.

With that level of customer service my question is if I buy it, send him the money... will he ever send me the item?? If he can't be bothered to reply to an email, how can he possibly muster up the energy to wrap and post a parcel?  :-\

If the part is unsold at the end of the auction, the seller will then consider the best offer made. Does he have to sell to the best offer made ??? don`t think so.
