Rear fog light wiring

I need to splice into the rear fog light wiring, independently for both lights for the alternating flash pattern. I know the blue and black wire is the relevant one. On the O/S unit there is only one wire going into the bulb holder, however on the N/S there are two, why is this? Does it matter which one I tap into?

Police normally intercept the rear Fogs wiring just above the spare wheel location, by running a feed from the fused feeding the flasher unit and then spliting the two fog feeds at this point.

Car has had a new bootlid post plod, which won't have any tell tale insulation tape on the wiring  :-\

Wiring loom deciphered and instructions written down :y
