So we parked in Farnborough retail park a few weeks ago, it's recently been expanded and there are loads of new places. As we are doing an extension, we spent quite a lot of time in furniture places etc. Rather than move the car from one free bit to another, we left it in same spot. We went over the "3 Hour" limit, I received a letter in the post asking me to pay a £60 parking charge.
The letter was addressed to me, as the keeper, with a photo of the car when we drove in.
Quick Google suggested these are basically scams, I've had it successfully cancelled as I was under no obligation to state who the driver was, only that I was the keeper.
I sent this (stolen from the web)
Dear Sirs
PCN: XXXXX
REG: AB12CDE
I am the registered keeper of the above vehicle and am in receipt of the PCN you issued. I have no liability on this matter as you have failed to meet the requirements of Schedule 4 of The Protection of Freedoms Act 2012 namely, but not limited to, failing to give the warning to the keeper, contrary to section 9 (2) (f) of the Act. You cannot therefore transfer liability from the driver at the time to me. There is no legal requirement to identify the driver at the time and I will not be doing so. Any further communication with me on this matter, apart from confirmation of no further action and my details being removed from your records, will be considered vexatious and harassment. This includes communication from any Debt Collection companies you care to instruct. Kind Regards.
Just had this in response:
Dear Sir,
Thank you for your correspondence relating to your Parking Charge Notice (PCN).
Further to your representations, we have investigated your claims and can confirm that your Notice has subsequently been cancelled in full and no further action will be taken.

Just FYI - If anyone else gets one of these things
