Where is this suposed to be?

Today when I was checking the ventilation filter on my new Omega I found a rubber strip down in the well. It looks like it is as wide as the filter. Anyone know where this rubber should be?

It sits on the upper edge of the filter housing :y

It stops the scuttle panel from rattling and might also locate the washer tube across the top of the filter :y
