Scuttle removgal

Had a misfire on the V6 and it was water in plug well 2 so trying to remove scuttle but first the wipers aNd they won't budge. Tried rocking and hot water,WD40,hammer but it won't have it any suggestions or tool I could make or cheaply buy?

Gear puller. Although I've always found rocking them back and forth has always done it.

I have one, but have never needed to use it on wipers. They've always come off by folding them, and jiggling.

A CAD drawing? How does that help? I can't even work out how it would help if it was an actual item.
