A crash in El Centro California between an SUV and a gravel truck has resulted in 15 people being killed.14 died at the scene and a further one died in hospital.All told there were 27 people in the SUV

Quite possibly as I believe El Centro is quite close to the Mexican border.

A year 2000 ish Ford Expedition, seats 8 or 9 people , NOT 27

Perhaps it was a stretched SUV ........... a very overcrowded stretched SUV.

with 3 times the number of occupants that it was designed for ,the brakes won't have coped well. and the driver's view of the road was probably compromised 
Very common in Africa to ram as many people as possible onto a matatu ( a bus the locals use ) an experience I probably won't try again

I've been to El Centro a few times (big US Navy Airfield there). The area has lots of remote farms with very large fields, and the farmworkers are often transported around in the back of a flatbed truck or pickup truck.
