Twas a joke question. :-[

You could take it a step further. If a driverless Google car goes to Britain  (on holiday maybe?) from say France and gets a parking fine who pays that? ;D ;D

Who will pay the insurance?  If your not driving it, how can you be held responsible for an accident?  :-\

That is a very interesting question:
1. Any 3rd party as they shouldn't crash so it must be their fault. Google writes perfect software as any Google 'crashing' Chrome user will tell you and it is easy difficult to get hold of stored account names and passwords.
2. Any 3rd party where nobody detects the cash for crash software hack or plugin added to the hire vehicle you have just hit. :o
3. The hacker, who took control of your vehicle on the move, if you can detect and find them? :o
4. You as you were obviously getting Google to drive recklessly either through voice nagging or the uncertified plugins you have added.
5. It won't be the vehicle manufacturer or the software developers as you will be required to sign an indemnity before they let loose in it. :o :o :o

Go on then I might as well ask...

If you get in the driverless car drunk and "it" has an accident will you be to blame?

I seem to remember that if you get into a car, on your own, drunk you are committing an offence even if the keys aren't in the ignition.

Drunk in charge of...

Key point to be made... Google are striving for an autonomous car, we seem to aiming at an intellegent, assisting vehicle to remove the more dangerous aspects of driving by taking the latest safety functions and making them better... blind spot monitoring/active cruise control/auto parking/accurate gps mapping all being blended together to produce a vehicle that essentially stops you from crashing into anyone/thing else rather than physically driving you from a to b :y

And on this basis, not that far away, nor quite as Orwellian as the Naysayers would have you believe...
