They must have had a really good crystal ball at GM in 2002 to be type approving cars to the Euro 4 standard that didn't yet exist. Alternatively, TFL's database could be a load of horse-do-do. ;)

Not necessarily, I mean that a government body are more likely to figure out how to walk on Mars than maintain a useful and efficient IT system.

Which will be outsourced to the usual incompetent mongs such as Accenture, TCS and TechM etc...  ...which in most cases will have to have a high churn of staff, as they have to ship personnel in from the Indian subcontinent, as most government data isn't allowed to leave the UK, and it will take most of the personnel several weeks out of their 6 month stint to get security clearance, and the rest of the time to get access to the systems and understand the stupid procedures thought up by suits with no concept of the consequences.
