9.5mm is 3/8 but it would seem very odd to have an imperial fitting on a German made car..

Rust or some ham fisted idiot has rounded it off. Once they get to that stage it's not worth spending much time trying to undo the thing to save the pipe. Cut the pipe off with side cutters, move the caliper to a sturdy vice and undo the knackered fitting with whatever tool it takes.
Make a new brake pipe and reassemble.

Wire brush on it. 9mm
Or use very small file to clean up the faces until the 9mm spanner is a snug fit. (& paint or coat with grease after)

.....as that size is missing from one of the Halfords sets Blah blah, and all that.

Pipe nuts should be 11mm and the bleed screw 9mm, well that's the size of new ones
