correct me if I'm wrong (and maybe some OOFers with police experience can help here) but you can be put on the offenders list for being drunk and urinating in public nowadays, so yes, theres some nasty sickos on the list but i'd guess this is more to do with the drunk and stupid not being permanently tarred rather than an amnesty on the truly dangerous, surely? 

If thats true then it shouldnt happen imo. The list should be for those convicted of "sicko crimes" and they should stay on it - assuming we are stupid enough to let them loose on the general public again.
Assume its not the case in London, as I was recentl amazed to see a urinal in Hoxton square where you just stand and take a leak in full view, and fully exposed to passers by.

Yes - still could be included in the new laws, and it is also a statutary offence which means no defence allowed, so you could email a retired Labour politician a drawing of children at it and have them arrested AND jailed, and also placed on the SO register.

Possession automatically makes you guilty even if it was downloaed accidentally or by someone else. Or even owning previously legal cartoons.

i actually agree with your original post Albs, just trying to work out the thinking behind it, of course i've assumed that euro law deploys logical common sense.....which is rarely the case tbh
