Once again Kev has it spot on ...
Rear fogs are a useful TOOL .. not the be-all and end-all... used CORRECTLY ( 100m or less visibility) they are extremely good .. used badly .. they are useless, but they don't turn themselves on and off, it is theidiot driver who does that ... so don't blame the inanimate object .. blame the prat person behind the wheel.
