Saw this in a car park on a "13" plate white volvo estate on the bonnet, Just wondering what it says for some reason my iPhone wont read it with the "RedLaser" app

standard QR image, but can't read it from that picture. Looks quite big, almost fills the bonnet?

Would need to be quite far back to read it, they need to be quite small.
