...about Oxford's council proposal for charging every company £600 per year for each parking space they "use".

So the dumbass bimbo reporter, commenting on the impact to the JR Hospital, stated this "could run into thousands or pounds".  No shit sherlock, 2 parking spaces would run into thousands of pounds, and I'm sure that the JR has thousands of spaces.

Well that's ok the hospitals will just massively increase their already exorbitant parking fees for visitors/patients/staff to cover it.But yes it sometimes make you wonder about the quality of journalism when they come out with such comments.
