Front fog light water ingress ? Is it fixable

Hi I noticed today that my driverside front fog light  has water  inside it on top of right corner down to the bottom  I cant see any cracks in the glass at the front of the light. I managed to get off the black plastic next to the fog light off but the retaining screw for the light is tight so I have put some wd 40 on it and will see if it is easier to undo tomorrow Is the fog light a sealed unit or is fixable  as I have not been able to get the light out yet is there is a seal gone somewhere that can be changed of something perished at the back ? or iam I looking at a new fog light, my omega is preface lift  thanks greg
