idle control valve (knackered?)

Following on from my earlier post about the engine running like crap after cleaning the ICV, just read on Vaux-ON that the valve should spring closed, is this correct?

If it is then mine is open and doesn't appear to have any sort of spring loading on it, the valve just drops back open about  4 - 5mm.

It should spring shut......can I sudgest you give it another good clean......its worth filling it with cleaner in a farly upright position for a period of time.... then shake it well before blasting it out with more cleaner....

Right, got the valve here now and it is springing open,  if i move it so it's fully closed it's springs back open by about 4mm, i'm assuming this isn't correct.

Is this a busted valve?

I'm pretty sure mine springs shut. There's no visible gap down the hole until you get a finger on it and start to spin it round.

I've cleaned it all out again and it's still doing the same, springing open.  When i start the engine it won't start unless i have the throttle open a bit and it's then very lumpy and misfires, there also seems to be a lot of crap coming out of the exhaust.

Once it's being running a few minutes and warmed up it seems ok although when revved the tickover drops back to below 500 before evening out.

Just phoned a scrappy and they want £25 for an ICV

The only thing i touched on it yesterday was the ICV and it was running fine before that, don't really see how it could be anything else.

Ok, just turned the engine over with the ICV out of the plenum but still plugged in,  when the engine is turned over the valve closes fully but reopens when the engine is stopped,  i can still only get the engine to start by applying a fair bit of throttle but then it seems to tick over ok.
