I think (which doesn't count for much, I know) that if you are in charge of a vehicle, you are culpable. If you borrow your mates car and get pulled for a light out/baldy tyre, you get the ticket because you are expected to make sure the car is in roadworthy condition before setting off.
You are/should be in charge of the car, not the other way round.

Apparently there was a post today where the police pulled over a car with a ligh out, and the car (Automatic driver mode) saw it was safe to drive off and leave the police officer stood in the middle of the road (Who gets the ticket?)

apparently the car decided that there was a safer place to be than where the copper had pulled it over
