toyota keys and dealer problems advce needed

Myfriend had a problem.
She lost keys to her toyota yaris so her husband went to te dealers, brought the car pass and wanted to get another key.
They said that they cannot provide just the new key but they must change all locks, transpoder, and ecu and wanted 900 Euros for that, so he got pissed off and left.
Than he called another dealer in the country capital and they wanted 1800 Euro for the same thing!!!
He looked than in another country ( BIH) and got the keys at the dealers for 110 Euro.
Now I need an advice should a complaint about this be reported to the main Toyota central  for Europe cause this is really an attempt of total ripoff or stealing may be a better word by the official toyota dealers?

Oh I forgot to mention it the call is Yaris ( 1 year old) and with 10 000 miles on the clock and already the dipped beam is not working ( both lights) So much for toyota quality

I can't imagine that being the case? Toyota is very popular here in the Middle East, I'll try and find out what the procedure here is.  Can't see why they can't programme a new key.
