Air Con and external temp sensor

Hi,

Probably a relevant question with the weather.

Omega B V6. The air conditioning has stopped working, the fan is on when button pressed to LO but can't hear the air con kicking in. I would obviously say replace the air con but the cars ext temp sensor reads around -13oC and car is smells like it running hot with engine temp getting upto 95o.
Could it be a warter/coolant system blockage affecting everything or a electrical fault with temp sensor.
I've not checked any fault codes as no engine warning light.
Any advice where to first look please

Engine temp is normal. Check wiring to temp sensor, under front bumper passenger side. May have to renew sensor, about £7 from VX
