Funnily enough I went looking for your pipe holes a few weeks back. Couldnt find them but did have a look in the jalopies garage.
I will be back on the1st June. Where are they coming from Helmsley direction ?

There is a similar sort of wall between two of the bungalows in the row where I live.Wall is about 6ft by 6ft and has three rows of 4 pipe holes in it.

According to a local, and the best explanation I've heard:
The wall used to be higher and served as a retaining wall for the land behind it. This land has now been dug out in order to form the car park for the pub, which didn't exist at one time. So they are no more than weep holes, or surface water drain holes.
I'm having that, because it's the most plausible explanation so far.

Another theory or potential use
as there is trellis retro fitted, climbing plants could be trained through the pipe to grow the plants to form a screen
as for weep vents in a retaining wall ,they would be at the base of a wall,
to drain the water low down, high up weep vents would only drain surface water
the lower down water retained, would freeze, pushing the wall due to frost heave
plus , it looks like a relatively recent, cement mortar wall :-\

Ideally , you need to find the builder and ask him WHY he put the pipes in
BUT....
he's been paid now, so ,probably changed his mobile number, un-contactable :D

I'm happy with the weep hole/surface water explanation, unless anyone can definitively disprove it.

Indeed
they look like fake holes to me, and will probably leak air out of each end :o
Poor Uncle Stemo is probably loosing sleep over this
ask for a refund and put in a big fat compensation claim in
you can't let these people get away with it :y
