Of course..... but you don't need a third party App to make calls over WiFi.  :y

How is that billed?

I'm on EE, so I'll use them as an example, but the same applies to most, if not all the other networks.

I make a call (using WiFi).  The call is connected to the EE network by using data over the internet instead of using the 3G/4G/5G signal.

The date/time/duration of the call is logged exactly as it would be if using the Mobile Signal.

All calls/texts are billed the same as a standard call, so if you have an unlimited plan, you don't pay.  If you have unused minutes/messages you don't pay.

Change networks to one that works.  There is a reason Three is cheap, and thats that its universally shite.

Most (decent, non MVNO) providers will give you a femtocell for use at home, using your home broadband.

I'm not familiar with that but my lad lives in Brill and was on O2 but got no signal at home. He kept badgering them but O2 would only help him with a booster if he was a business customer.
He switched to EE, as EE gave him a signal booster ( Brill may as well be on the moon when it comes to mobile signal  ::) ), he gets discount through work (EE tower within the factory grounds), he gets a good signal and about a zillion GB of data more than O2 were offering.

Mobile Network 3 is good if you live in certain parts of Cornwall.  :y
Ah, but Brill used to get stinking Ragerpager coverage, seeing as the transmitter for Oxfordshire, Bucks and South Warkwickshire was up there ;D


To get the femtocells usually requires some effort to get through to the right people, and it as coverage (allegedly) improves, they are less and less keen.

Rager Pager, I had to google that.  ::) ;D  The result of my sheltered upbringing.  ::)
Yeah, Steve Jobs clearly never heard of Radio Pagers.

Wifi calling is not available on all contracts, and rarely on PAYG type accounts.

Its billed in the same way STEMO, because it calls are still routed through the service provider, its just it uses the Internal between your handset and the Service Provider, and not the RAN.

Yup, Wifi calling is a simple way for those who's wifi is good but cellular signal is unusable.  Or if you only have 4G (4G cannot natively carry voice traffic, so the handset by default falls back to 3G or 2G for calls, or uses other technilogies seemlessly like Wifi calling or VoLTE (a bit like wifi calling, but over 4G)
