No.

If the wheels are touching the ground it must be taxed and insured. Different story if its on a tow truck, and its wheels are not on the road

NO

It must be both taxed and insured to be on the road at all.

Tax .. on the vehicle itself.... SORN would not count either

Insured .. for at least 3rd party claims by whoever is "responsible" for it .... this would be the "driver" if one sat in it (rigid or flexible tow) or the driver of the tow vehicle (scissors or A frame tow)

Things must have changed. As far as i know provided 2 wheels are off the road, usually the front then the car becomes a trailer. Local banger drivers still use a frames & tow dollies quite legally to tow track cars that are certainly not T&T/insured etc. with no bother from the police.
Obviously you need a working lightboard with the reg. plate of the towing vehicle.

Also if you passed your test after 1997 you'll need to take a B+E test  :y

this is one of those grey area ones if youve got a hgv1 this covers for the weight aspect I towed a car to the scrapie last month on a suspened tow (rear wheels off the ground on dolly) got pulled at scrapie with battenburg wearing stripy bunnets no action was taken as my hgv covered the weight. the said its a grey area its up to the officers dealing.
as long as there is a separate trailor board and one man only I can't see any problem
A new driver now can only tow upto 750kg ladden
anyone with grandfather rights can only tow up to 3500kg this includes the combined weight of the car and trailor
I'd ask about  :y
