cars that have had a zero road tax rating . has that altered in anyway under the new tax laws :-\

They will find a way to change it.
Same when they dropped Diesel prices, saying its the way of the future. Petrol is now cheaper.
Same when they found out cars could run on old cooking oil. (Tesco doubled thier cooking oil prices over night - rest followed shortly after)

Vehicles with a list price of more than £40,000
You have to pay an extra £335 a year if you have a car or motorhome with a ‘list price’ (the published price before any discounts) of more than £40,000. You do not have to pay this if you have a zero emission vehicle.
You only have to pay this rate for 5 years (from the second time the vehicle is taxed).

Do people who have disabled tax exemption get a way with not paying it.

Only higher rate allowances as it comes with the motability car cost AFAIK...
