the switch would be a momentary push ,not a permanent on or off ,and by  the "On/Off button lights up very briefly before going out" you have proved it to work  :-\
laptop or tablet ?
re-seating the Ram dimms may help ,it's recently been apart to fit a SSD  :-\

My on/off button remains illuminated until I switch it off.

From HP support:

Turn off the computer.
Remove the computer from any port replicator or docking station.
Disconnect all external connected peripheral devices, such as USB storage devices, external displays, and printers.
Unplug the AC adapter from the computer.
Remove the battery from the battery compartment.
Press and hold the Power button for about 15 seconds to drain residual electrical charge from the capacitors that protect the memory.
Put the battery back into its compartment and plug the AC adapter back into the notebook, but do not connect any of the peripheral devices.
Press the Power button to turn on the computer.
On the Options screen, select Continue to open Windows 10.
If a startup menu opens, use the arrow keys to select Start Windows Normally, and then press the Enter.
Reconnect each of the peripheral devices.

We don't mention that kind of thing when our more senior members do it. It confuses them even more and they forget what they were posting about.

Has it been apart, and fingered, without precautions?

If so, lesson learnt.  Also, never buy consumer oriented laptops, such as HP Pavilion or Dell Inspiron or anything Acer. IE, if PC World sell it, you don't want it. They are designed to last the warranty period only.


Laptops, due to high demand lately, coupled with component shortages, are horrifically expensive currently.


Back to the issue, its unclear from your description above, did you try to start it with the battery out?
