i think it means that they have been a cat c write-off by the insurance(uneconomical repair),and have had to be inspected and pass the VIC check.The logbook notes this and the auctioneers have to declare this to keep themselves legally protected.They are legal to buy/sell but it must be declared to any prospectve buyer.
