Turbo

This is on a Volvo 2.4 petrol engine with a low pressure turbo fitted [not my car] there is oil on the walls of at least some of the pipework to/from the turbo,this I'm told is the turbo seals having gone/on their way out.Looking on-line it seems there are no seals as such but some kind of "thrower" rings to stop the oil getting out until it can drain back to the engine? and that excess pressure from a blocked breather system or a blocked air filter or a kink/blockage in the oil drain pipe would be the likely cause? If the turbo needs repair/replacement is a second hand turbo worth the risk? Do you just replace the turbo core[and if you do what do the different T numbers-as in 16T etc-mean?] or replace the entire turbo with a brand new one?
