Can you insure a car/vehicle that is not registered to you?

You can but not if it is already insured by someone else, i.e if you borrow it.

I don't think this is true. You can insure a car on as many policies as you like, but you can only ever claim against one for any particular incident.  So, there is little point in insuring it multiple times if the policies are the same but I don't think there's anything wrong with insuring a car, say, for a day for somebody to borrow it.
