I have lifted these bits fron a bloomberg article so you don't have to trawl through the financial bits:
Michelin & Cie. (ML) (http://www.bloomberg.com/quote/ML:FP), Continental AG (CON) (http://www.bloomberg.com/quote/CON:GR) and other European tiremakers, already steering clear of the region’s debt crisis, got an early Christmas gift this week when Luxembourg made snow tires mandatory on the duchy’s roads.
More good news may be on the way with Poland (http://topics.bloomberg.com/poland/), Turkey andBelgium (http://topics.bloomberg.com/belgium/) also considering requirements that drivers buy tires for snowy roads and the European Union discussing standardized winter-tire rules. The moves would give the industry another hedge against the volatility plaguing carmakers.
With winter tires costing as much as 25 percent more than summer tires, Europe-wide regulations could net the industry 2 billion euros ($2.6 billion) in additional revenue, according to Lars Holmqvist, a consultant with Kreab Gavin Anderson and the former head of European auto supplier association Clepa.
The European Commission is considering a standard definition for winter tires throughout the region. The rules could be finalized next year, said Fazilet Cinaralp, secretary general of the European Tyre and Rubber Manufacturers’Association in Brussels.
“As soon as the definition has been clarified, we’d like to see a broader mandate on winter tires fairly quickly,”Cinaralp said. “Countries such as Belgium, Denmark (http://topics.bloomberg.com/denmark/), France,Netherlands (http://topics.bloomberg.com/netherlands/), Poland and the U.K. should have mandatory winter tires.”

We just don't have the weather to warrant them, some countries like Sweden/Norway I can see a need, but not here. Our winters are mostly just wet, maybe we should have hardcore wet tyres instead ::)

The bit about Luxembourg is wrong. Winter tyres are mandatory from October 1st unti not sure what date. No rule on snow tyres.this rule is new this year although has been recommended for at least the 16 years I have been here. Most people did the winter tyre change anyway before it was mandatory.

yep.. its very close.. rumors have began last year.. this summer many newspapers said it will be compulsory.. :-\
still no.. but when the first snow fall down, govt probably will apply..

Yes, but more concerning is the fact that these arrogant unelected corrupt bar stewards think they've got the right to dictate to us. Sod them all. Vote UKIP.

In Ukraine, they are compulsory when it snows and is a
lovely little earner where you are fined by the police, if they stop you and you do not have them fitted. But it is the exception in the Ukraine to not get some and most winters a lot of snow. In the UK this is crazy as snow is the exception.
The problem with the EU having an un-elected president, communist commission leader with his 27 member Politburo who are the only people empowered to introduce diktats (directives) for the elected EU parliament to rubber stamp, is that we have 28 people ruling 500 million people. Now these unaccountable, out of touch, arrogant people with their 28 from poor life experience and sharp to stupid brains rule over 500 million other brains. So individually and collectively who are more likely to be right for individual and collective decision making. The brain power of 28 or those of 500 million. This is why socialist / communist dictatorships always mis-allocate capital and resources and why socialists always make people and populations destitute.
Capitalism with is localized decision making and market demand ALWAYS allocated capital and resources much more efficiently. So we either get out of the EU or put up with it until we are all destitute and it disintegrates like the USSR. 80 years of communism, is going to take many ex-communist countries 40+ years to recover from, unless they are Russia and Kazakhstan and a few others where they can exploit their abundant natural resources.
With the the Euro and their total stupidity, I think fortunately, this is likely to be sooner rather than later, but it will make our current problems and the effort required to try to escape from this recession, look like a walk in the park. :o :o :o :o :o

The logic of this is everyone will buy winter tyres regardless & drive all year round on these. So that`s less mpg all year round & the need to buy fuel will go up....sneaky bluggers.

Speaking to some of the east europeans at work, those compulsory rules are more than justified on the continent.
But here...? No!
And yes some of those east Europeans have winter tyres on in the uk all year round, worse than worn out part worn remoulds made by Linglong as far as performance goes.
