Any clicking? Had similar on various electricals. Dry joint on a relay, perhaps, in my extremely limited electrical experience.

Wip the back off and press gently but firmly on various components until it responds as your symptoms, then re solder that part, if possible.

Just been reading up on faults with the samsung tv's. Lots of problems with the tv not coming on but cant see anything about it turning off and on  :'(. The only thing I could find says it could be the capasitors(sorry about spelling) If this is the problem would it be a exspensive fix. cant do it myself wouldnt know where to start.

sitting here watching a 12" tv :'( :'( :'(

Replace the electrolytics in the PSU, pretty simple to do and about 1-2 pounds for good quality parts

Changed the PSU, the whole board?...for a new one?

The PSU boards have a set of 6 electrolytic caps on them which fail and swell causing similar symptoms.
