Easiest to remove bumper IME

Open bonnet
Remove grill. 2 or 3 screws hold grill to car, depending if Elite or not.
Remove the trims under headlights - 1 screw, and pesky clips. Remove headlight washer nozzle first if fitted.
Under bumper, 2 plastic clips - prise inner pin out, then entire clip will fall out.
In each wheelsarch, 2 screws - remove.
Behind the (now removed) headlight trims, 2 screws.
Lift bumper off, unplugging each fog light and outside temp sensor as you pull it away.

Never neded to remove bumper on the old 98 Elite Estate - remove set screws (torx, 2 IIRC) holding small grill to the side of fog light and remove small grill.  You will see the one screw holding the fog light in - remove it, slide light unit towards center of car, unplug loom.  10 minutes if screws come off easily :y

As per Haynes, replacement is the reverse of removal - just ensure you locate the fog light securely on its "outside edge" before putting in fixing screw.

Yup, some (but not all) you can, although often fiddly if you've never had one off before.
