You are right about the birds, but the complaint lines will be clogged by "angry" humans demanding the government bans it from the sky!  Poor birds (and mice / rats!!) ;D ;D ;D ;D ;D ;D ;) ;) ;)

It seems like a pretty reasonable thing to do
