Last night whilst Ron and I were changing his Cambelt/stat on his drive, heard an almighty BANG/CRUNCH .. Next door neighbour has reversed off their drive, and haven't seen my elite parked by the drive next door
Grille smashed, bonnet pushed in a little and probably distorted due to panel gaps, and stress fractures/a little distortion on front bumper

They want to settle outside of insurance. I'm not sure what to propose, parts from vx are 859.80 plus paint, the car isn't worth that though......

don't do them any favours - just go in at something like £1400 as a starter and maybe compromise in the £1000 region.
or just tell them to buy you another one

Mine was just valued at £950, with 263k and a previous Cat C...
Have you budgeted for the crash bar as well? Now £78 :-\ not unreasonable to fit second hand bonnet/bumper/grill tbh... after all if you were to fix it yourself you wouldn't buy new panels for the bits you can see ::)

Thing is, I want to be reasonable and sensible about it.
I also may be obliged to tell my insurance anyway, need to check my policy wording...

Assuming the slam panel is still straight and your car is Z247, then £500 is probably not unreasonable :-\
As for insurers you need to tell them on a notification only/no claim made basis just incase the TP claim on their insurance for their damage :-\
What was their car and how much damage :-\

Their car, vw passat, 1999 era, no visible damage..

I wouldn't take their bumper off in a hurry ;D
Sounds like you'll get away with:
Bumper
Crash bar (the only part I would replace new fir alignment purposes)
Bonnet (might pull out if it's only folded at the first crease, underneath just behind the grill frame, if it's started to fold at the second crease about 12" back, then your looking at replacing it.

Happened to my ma with her old SLK, neighbour reversed into it - "it'll only need a bit of paint"... I popped the bonnet and the headlamp brackets were broken among other things. Ended up being a hefty bill, even before matching the super girly metallic red...

Not unreasonable :-\ why have the hassle and cost of painting when you can fit parts that are already the correct colour...
As said, if you clipped your gatepost on you're way home from work there would be no qualms at all about fixing the damage with second hand bits. Sure bung a bit on top for time/inconvenience, but don't rip the arse out of it :y
