so after they catch someone, by the time they get the 6 point harness off they will have wandered off again.

I think the logic is two fold...
1. It's a cracking promotional tool for Ariel.
2. It's high profile for 'supervising' open road track days that the motor bicyclists love so much... ie it's quick enough to collect alot of video evidence and conspicuous enough to be used as a deterrent. :y
