Title: Glow plug relay is always on and wont start

dear all,
I have opel omega 2.5td with very strange problem:
1.When I turn on contact,preheating light is always on and dont turn off.And also air condition fan is always on with preheat....car just crank and won t start,like pump dont have diesel..,

2.It s not possible to do paperclip test..

any idea?

Re the Glow Plug light, what happens if you pull the GP Relay out, when its doing it.?
