I have just added a a 4TB SSHD drive to my PC, thought I wouuld add it as a data drive to try. Was aware that maybe windows 7 might only see 3.75 TB
Installed the drive and began to partition it, was configured (partitions (unallocated)) as 2048 GB and 1678.02 GB.
Couldnt change the origiginal 2 partitions into 1 whole one, but continued any way.
Partion one is now 2 x 100 GB and 1848 GB.
Still cant high light and manage the 1678.2 GB part.
Is it me (as I am aware I am losing the plot these days) or is it limits within windows 7

I'm now guessing .. you are using windows 7 32 bit ?? or an older motherboard that does not support GPT partitions ?? if so then this article might explain ..
https://support.microsoft.com/en-us/kb/2581408
Edit
If you don't wish to boot from that disk, but to only use it as a data drive you can force it to format using GPT ... instructions right down the bottiom of that article, and windows 7 32 bit does suport that mode of use .. or so it seems :)

As said, means 64bit Win7, and a UEFI capable "BIOS". Non 64bit Win7 and non UEFI systems are stuck with MBR, which has a 2Tb limit
