Title: wheel spacer

Probably a silly question but could you weld a ali 5mm spacer to a ali wheel or will the heat from welder just melt the spacer

A good welder could, but it's a thin piece welded to a bloody great heatsink so it won't be easy. And that's before you consider any heat treating the wheel might have had, and distortion from the welding.

I'd be looking at bolting the spacer to either the wheel or the hub using a couple of small countersunk bolts. This is how racing car wheels are 'adjusted.'
