But no reg number & location tells me its a scam

I agree, but no harm in CYA ;)
Especially as the 'temporarily unavailable' phone line is now normal.
Had a debate with MET Parking around Easter, about an alleged infringement in at a McDongals in January, but you couldn't ring them to discuss it and it got as far as their Debt Recovery agent writing to me before I was able to get McDongals to cancel the ticket.

Someone has started a thread on Autoshite on the same subject due to having the same email.

It's been going around for months, it was on one of the rogue trader programmes months ago , no details equals scam they are hoping that it will scare people into paying. Ignore it.
-
I recently had one telling me that there was a problem with the direct debit for my TV licence , you can guess the rest - click on this link and confirm your bank details , these people are scum and should be burned at the stake >:(
-
I had one today telling me that I had a tax rebate of £363 again click on the link & follow the instructions ! I'd dearly love to get my hands on these scum .
-
I've not looked in to the law breaking by the Govt/Councils recently, but I very much doubt it's possible to legally 'serve' any kind of penalty notice by EMAIL.
Additionally, I doubt DVLA hold EMAIL addresses for registered keepers (I haven't supplied one), so how is the link between a car registration number and an EMAIL address established?
EMAIL = Scam every time.
