Title: nearly a yr to put lights in rd

putting a set of traffic lights in the rd took nearly a yr from start to finish, traffic jams most of the day, everyday. now its all finished they are going to dig the rds up yet again, for what i can make out is the water board. do they do it on purpose just to pissss you off  :-? :-?
