Read a letter in local paper other day, briefly it states, the EU in 2010 want to change legistration that would mean car manufacturers would no longer have to supply parts and computer codes to independant garages.
If this goes through it would be the end of a lot of business's and force people to go to main dealers and get riped off.
In the letters page today a geezer who runs an independant garage has listed awebsite petition to protest against this legislation at www.r2rc.co.uk (haven't been on the site yet,but it offers more details according to the letter)

They have been trying this one for quite a while, I doubt it would get through to be honest. As in some EU countries there just is not the dealer network available.
Also OBD11 etc was forced on the manufacturers to help the breakdown organisations and independant garages.
But if they are pushing it again it is a bad sign.

here Volvo dont sell parts to independant garages.. :(
result: # of volvo's sold here every year is approx 1/40 compared to similiar class and price cars (compared to any of the brands) .. And their second hand values are funny even they are in good condition ;D
