Title: Paying PCN by cheque?

Got a PCN for pavement parking in Harrow.

The PCN offers several payment methods but not cash or cheque.

I want to pay by cheque. Can Harrow refuse?

(In a contract, the payee can specify methods of payment. However, I have not entered into a contract with Harrow, either explicit or implied.)

Send them a cheque - after it has been dried from its ride in a nappy bucket
