I've only ever used hand soap on a damp tissue.  If it's a CRT one then unplug it first in case you press too hard and get drips.

Nah, it's a tft type soft to the touch sort of thing, not glass fronted.

For the type of TFT you describe, as well as CRT - Mr Muscle Glass Cleaner. A couple of squirts on the screen, and wipe (gently) away.
Don't worry about streaks, it really does dry "smear free"

For the "glass fronted" TFT monitors, wipe with a wet sponge, then dry off with a lint free cloth (you can apply moderate pressure).
Do NOT under any circumstances use Mr Muscle Glass Cleaner (or any other type of solvent) on this type of screen, as you run a very real risk of damaging the anti-glare coating (and that will stick out like a spare prick at a whores wedding).
