I have a little person on the way and this should be about the 6th of Jan 2010 and when this happens our little person gets £200 from the gov so we have to open a account for this and i've also been putting money away for he or she to but what is the best account to have and do you get a better rate if it cant be touched till he or she is 18 or 21.

Open any account you like, in ANY country OTHER than the UK for them!

You will get a "fact pack" with the Bounty bag nearer the time, with lots of info. The £250 can't be touched til 18 ( and will be topped up by another £250 when 5). Where you invest is pretty much hit and miss cos a lot can happen and change in the next 18 years!

As children don't pay tax it is best to use a special childrens account, some of the comparison sites .. moneysupermarket .. moneyfacts etc etc will give you good information.

The £250 is a specific type of account but for general child savings you can open a high interest savings account which would be interest free.
speak to your bank they will be able to advise.
