I received a parking ticket a week ago whilst I was parked in a visitors bay at 1am without displaying a permit. I know ignorance is no excuse but I didn't think you needed to in those hours. I appealed which failed but that was to be expected as 99.99% of first appeals are always rejected.
There are no signs stating otherwise only that your car will be clamped/towed but I thought it applied to the estate parking bays that are next to it.
Are there any websites that state the guidelines on parking matters? I tried the local authority site but its useless.

Is it council or private?

housing association.

Warden or police issued?
If police issued, forget it.
If warden issued and there is so much as one mistake on the ticket, you've already won.

there going to do that in our bays now, 8 bays between 12 flats, anyone dont live here they are gonna be clamped.

warden issued. it says on the ticket that i was parked in a residents bay but it was actually a visitors bay. does that count as a mistake.

i've been reading the appeals process and im a little confised about what to do after the informal appeal. From the website:
# The informal appeal was turned down
At this point the council sends a form called a Notice to Owner to the registered owner. This demands full fee payment but is also a formal appeals form. Once you receive it you've 28 days to pay or appeal, or the penalty could increase by another 50% and you'll lose the chance to appeal. Full details of what this should include: Notice To Owner Ticket Requirements.
So does this mean I wait until they send me a Notice To Owner?

yeah but they cant park in the bays. they have to park along the rd. they know they cant park there as it clearly states and they should be clamped. there ignorance is there fine.

if the bay is allocated to someone, then no you cant park there at all.
if the bay is a visitors bay, only then you can park with the correct permit (sure you all know this already)
