Title: Wheel clamp. Will this work?

I am thinking about buying one of these.....

Park anywhere, pop the clamp on, stick the notice under the wiper and the parasites will think I have already been clamped  :y :y

Sounds like a very good idea to me and like you say they will think you been clamped and they will leave you alone and walk away :y

I had the same idea & the clamp wouldn't cost anything (my mate has a few ;)), but because of the above reason i decided against it.

Yes. Parking enforcers are really stupid and would not notice that it was the wrong shape and colour. Go for it.
