If it had been any "Joe Public" then the reporting would have a humorous edge, but he's a member of the Welsh national squad.

but it didn't say who was driving...
but still at least they caught him before the M4

Do you need a licence to drive a golf buggy? Is there a drink drive limit for a golf buggy? :-/ :-/ :-?
-
It is a motorised/propelled vehicle so yes he can be done for DR10. You can be done on a push bike.

You don't for the disabled buggies. There was a case a few years back when an old bloke was stopped after having had a drink or 3. But he didn't need a licence so he couldn't be banned.
A push bike doesn't need a licence so how can you be over the limit? :-/

You can be 'drunk in charge' of anything, even a child.
